Enchilada Sauce

2 cloves garlic, cut in half
3 T oil
3 T flour
1/4 cup chili powder (more or less to taste)
1 1/2 cups water
1 1/2 cups beef or chicken broth (or can use more water)
8 oz can tomato sauce
1/2 teaspoon oregano
1/4 teaspoon salt, or to taste
1/4 teaspoon ground cumin, more to taste

Saute garlic in oil until lightly browned; discard garlic.
Stir flour into oil until smooth; cook, stirring constantly, 1 minute, stir in chili powder.
Gradually stir in water, broth, tomato sauce, oregano, salt and cumin.
Simmer for 15 minutes.
