Source: combination of several recipes
Brownie layer:
1/2 cup butter (1 stick)
1/3 cup cocoa powder
1/2 cup sugar
1/2 cup packed brown sugar
1/2 tsp kosher salt
2 eggs
1 tsp vanilla
Cookie Dough Layer:
1/3 cup unsalted butter, softened
1/3 cup sugar
1/3 cup brown sugar
1/2 tsp kosher salt
1 T milk
1 tsp vanilla
3/4 cup flour
1/2 cup mini chocolate chips
Prepare the Brownies:
Preheat oven to 325. Line a 9x9 pan with foil, with enough to hang over all four sides. Spray or butter the foil.
Melt the butter in saucepan, add remaining ingredients and stir until combined. Pour into prepared pan.
Bake at 325 for 30-35 minutes, let cool completely.
Prepare the Cookie Dough:
Beat butter and sugars together. Add the milk and vanilla and mix until combined. Mix in the flour just until combined. Stir in the chocolate chips.
Spread the cookie dough over the cooled brownies. Refrigerate until the dough is firm, about an hour. Use a sharp knife or a pizza cutter to cut the brownies. Store the brownies in an airtight container at cool room temperature or in the refrigerator.
